William Percy “Pap” Mullins, 74, of Ashland, Ky went home to be with the Lord surrounded by his loving family in the comfort of his own home on January 1, 2023. He was born to the late William B. Mullins and Victoria Mullins. In addition to his parents, he was proceeded in death by sisters Deorlene Tackett and Kathy Hill and brothers Rodney Mullins and Clarence Ray Mullins. He is survived by his wife Madeline Mullins, children William Percy Mullins, Jr. and Richard (Jodi) Mullins, grandchildren “Pete” William Percy (Shelbie) Mullins III, Sarah Mullins, Katie Mullins, Aries Mullins, and Brett Mullins, and two great-grandchilren Addisyn Mullins and Adeline Mullins, sister Pearlie West, brothers Isaac (Gail) Mullins, David Mullins, William B. (Helen) Mullins Jr., Paul Mullins, Ricky (Kay) Mullins, and Tommy Mullins. He is also survived by special family members Dorothy (Anthony) Mullins-Edwards and Sheila Branham. He retired in 2005 from the City of Ashland Garage with 27 years of service. He was enlisted in the Army from 1968 to 1971. Percy enjoyed fishing, spending time and eating dinners with the family, watching the Cincinnati Reds, Cincinnati Bengals, Kentucky Basketball, and bird watching. Services for Pap will be conducted Friday, January 6, 2023 at 11 A.M at the Lazear Funeral Home Chapel in Ashland by Bro. Mike White with burial to follow in Golden Oaks Memorial Gardens. Friends may call at the funeral home Thursday, January 5, 2023 from 6 to 9 P.M. Lazear Funeral Home is both honored and privileged to have been entrusted with the care of Mr. Mullins.
