Loretta Anne Phipps, 80, of Ashland, Ky, passed away Wednesday, January 21, 2026. She was born July 16, 1945 in Huntington, WV a daughter of the late Ralph and Lucille M. Baughcum Holley. Lucille was a graduate of Marshall University. She was a Sales Clerk for Star’s Department Stores and later the Paperback Exchange. She was a member of First Christian Church Disciples of Christ. She is preceded in death by her parents. She is survived by her husband David H. Phipps, her two daughters Alisa Belville of Ashland, Ky and Heather (Chris Buckler) Phipps of Paris, Ky, four grandchildren Nicole Belville, Jake Belville, Brendan Kelley and Anderson Schoenlein, a great-granddaughter Lyla Kelley, a brother William “Bill” Holley of Huntington, WV, and a host of extended family and friends. Per Loretta’s wishes there are no services planned at this time. Lazear Funeral Home is both honored and privileged to have been entrusted with the care of Mrs. Phipps.
